Samantha Josephson made a decision to call an Uber around 2 a.m. Friday after being separated from her roommates during a night out in Columbia, South Carolina, police said Saturday.

A surveillance video shows Josephson at 2:00 AM on her phone outside a bar in Columbia, South Carolina when an Impala pulls up and Josephson gets in the back seat.

"We believe that she simply mistakenly got into this particular vehicle thinking that it was an Uber ride", Holbrook said.

"Our hearts are broken; they're broken", Columbia Police Chief W.H. Holbrook said at a press conference on the grim conclusion to the department's investigation. "Skip" Holbrook told the media: "What we know now is that she had, in fact, summoned an Uber ride and was waiting for that Uber ride to come".

Fix said that in surveillance footage showing Josephson entering Rowland's Chevrolet Impala, the victim doesn't appear to look at the vehicle or its license plate. Her friends reported her missing Friday afternoon, and her body was found 70 miles away a few hours later, police said.

She said both were conscious but didn't immediately know their condition. "The entire city of Seattle is pulling for them". Harborview Medical Center spokeswoman Susan Gregg said two victims, a man and woman, were brought to the hospital.

Josephson's body had numerous wounds, including on her head, neck, face, upper body, leg and foot, according to arrest warrants for suspect Nathaniel David Rowland.

Investigators say Josephson's blood was allegedly found in the trunk and interior of Rowland's vehicle.

"Samantha's father said he wants everyone to remember her name - this bill requiring illuminated signage for ride-sharing vehicles will be named the 'Samantha L. Josephson Ridesharing Safety Act, '" he tweeted. "I will miss and love my baby girl for the rest of life", he wrote. "The last words she said to me over FaceTime on Thursday were that I was her person and she loved me and that she could truly be herself around me".

The new rules would require Uber to charge hourly and daily fares instead of a rate based on the distance, while hailing a Uber auto on the street would also be banned, the report said.

"Peggy and I are devastated and crushed over the Josephson family losing their handsome daughter Samantha".

Josephson's funeral will be held at noon Wednesday at Congregation Beth Chaim in Princeton Junction, New Jersey, according to a post on her father's Facebook page.

School and government officials in Josephson's hometown of Robbinsville, N.J., issued statements of shock and grief.
