Ultimately, whether or not the report produced by the special counsel Robert Mueller's team is made public will be at the discretion of Attorney General William Barr.

In an overwhelmingly bipartisan vote, the House of Representatives called Thursday for special counsel Robert Mueller's report on Russian interference in the 2016 presidential election to be made public when it is completed.

I take specific exception to the elements of the resolution noting praise for Mueller, without also noting the criticism of his very biased staffing decisions. He has promised members of Congress to send his own "report" on Mueller's investigation to lawmakers, but it's unclear what that will contain.

Though they voted for the resolution, many Republicans expressed skepticism about the wisdom and likely success of Democrats' quest.

If Barr both denies lawmakers' request to publicize the report and resists any subsequent subpoenas, that could set up a drawn-out court fight between Congress and the executive branch over the document's disclosure. He defended Barr, saying he "understands the questions, the turmoil this has caused".

At his Senate confirmation hearing in February, Barr was asked about sharing Mueller's report upon its completion.

Schumer added that he was "deeply disappointed" in Graham, who chairs the Senate Judiciary Committee. It makes clear classified or other information not appropriate for public release would not be expected to be published.
