New Poll Finds Americans Overwhelmingly Blame Trump More Than Democrats for Shutdown”

President Donald Trump said he was holding off on declaring a state of emergency to end the partial USA government shutdown that dragged into a 23rd day on Sunday (Jan 13), as he insisted on US$5.7 billion (S$7.7 billion) to build a Mexico border wall that congressional Democrats oppose.

President Donald Trump has said he has "no idea" whether he can get a deal with House Speaker Nancy Pelosi for his border wall as the partial USA government shutdown slipped into the record books. Some Republicans are wary, too, fearing how a future Democratic president might use that authority.

Mr. Trump described an emergency declaration as the "easy way out" and said Congress had to step up to the responsibility of approving the $5.7 billion.

To support its workforce, the TSA said it was processing pay for employees who worked on the first day of the shutdown and announced $500 bonuses for uniformed screening officers.

Republican Sen. Lindsey Graham of SC, who met with the president on Friday, took to Twitter afterward to urge: "Mr. President, Declare a national emergency NOW". Some 800,000 federal workers did not receive paychecks that would have gone out on Friday.

Chuck Schumer , the Democratic leader in the Senate, told journalists: "The president just got up and walked out". Exiting the White House, Democratic leaders did not dispute the substance of Trump's retelling of events.

Two new polls, by The Washington Post and ABC News, along with one from CNN, showed American voters blame Trump and Republicans more than Democrats for the partial government shutdown and oppose construction of the wall.

By declaring an emergency, Trump would be seeking to unlock the money needed to start new sections of the wall without Congressional approval, but the move would be fraught with risk.

Sen. Tim Kaine, D-Va., also called for the president to reopen the government before debating the issue of border security."What we don't want to do is waste taxpayer money on a vanity project that's ineffective, that the president said Mexico would pay for", Kaine said on "Meet the Press". If this doesn't work out, probably I will do it.

But there was another election, in November, and the effect of that is that Democrats now control the House and they refuse to give Trump money for a wall.

While a national emergency would provide some legal framework for his administration to freely move funds toward construction of a barrier, it would nearly certainly face court challenges.

During a roundtable discussion with community leaders this weekend, Trump acknowledged that he had not left the White House "except to go to Iraq for a very short period of time". But I want to give them [Democrats] a chance to see if they can act responsibly'. "The Republican-controlled Senate and a handful of senators will make that decision".

On Friday, government workers missed their first payday of this shutdown.

Rep. Mark Meadows, R-N.C., a leader of the conservative House Freedom Caucus who speaks to Trump frequently, said that unless Republicans and Democrats strike an unlikely compromise, "I fully expect him to declare a national emergency".

The Washington Post, which tracks and tallies "false or misleading" claims by the president, reported that as of 10 January 2019, Trump has said Mexico would pay for a border wall 212 times during the campaign and since taking office.

"We have a country that's under siege", he told the local officials in the White House. Forty-eight percent of independents blame Trump, compared to 34 percent who blame congressional Democrats and 14 percent who blame both sides.

The White House has directed the Army Corps of Engineers to comb through its budget in search of money for the wall, including looking at $13.9 billion in unspent disaster relief funds earmarked for areas including hurricane-damaged Puerto Rico, Texas and more than a dozen other states.
