After initially saying Khashoggi left the consulate unharmed, and then that they were investigating his disappearance, Saudi authorities conceded the 60-year-old was killed inside the diplomatic compound.

"Those responsible for the killing must be held to account and must face justice", she said.

The Saudi authorities have denied involvement and allowed Turkish authorities to search the consulate for nine hours on Monday. Some reports have indicated the Saudi regime may soon acknowledge that Khashoggi died in an interrogation gone wrong.

The new version of events contradicts an earlier explanation from the kingdom that said he died in a fist-fight that broke out in the consulate.

Merkel added that she would continue to consult with global partners about a coordinated reaction to the case.
