NOAA predicting mild winter in New England”

Mike Halpert, Deputy Director of NOAA's Climate Prediction Center, says their forecast calls for above average temperatures and below average precipitation for both the Lower and Upper Peninsula. This change in sea surface temperature has a wide range of effects on seasonal weather patterns across the globe, but in the USA, an El Niño typically means warmer winter temperatures, and higher levels of precipitation in certain regions of the country.

Overall, however, the western half of the country experienced warmer-than-average temperatures while the eastern half received the colder air. Meteorologists predict theres a 75 percent chance itll be around this winter. Due to this, above-average temperatures look likely for the northern and western United States, Alaska and Hawaii.

While this upcoming winter isn't expected to be exactly the same as four years ago, this most recent forecast from the Climate Prediction Center certainly gives us a better idea, as well as extra time to prepare for what is likely to come between the months of December and February.

The El Nino hasn't quite formed yet, but it's nearly warm enough. The rest of Kansas has an equal chance for a wetter or drier than normal winter.

The data release includes the content of tweets from these accounts, which provides a richer look at how these accounts operated. The social media giant first disclosed the accounts earlier this year, when it suspended them.

Hubbard said the bay areas streak of record-breaking hot weather in October is not related to El Nino, but is instead caused by a combination of factors, such as dry high pressure in the area the past few weeks — which blocks rainfall — easterly winds and little sea breeze.

Strictly looking at El Niño, this winter is lining up most closely to the winter of 2014-2015.

Halpert said the southern one-third of the United States and much of the East Coast could be hunkering down for a wetter than normal December through January.

China not ready for a deal
When asked by CBS' Lesley Stahl about the accusation that he is leery of criticizing Putin, he challenged the question . Chinese officials have complained before about receiving mixed signals from Trump's economic team.

How confident should you be in this outlook?

The outlook is also predicting it won't be an unusually wet winter for New England.

Much of the state has at least a 33 percent chance of a warmer than normal season, with areas nearer the northwest corner of Kansas having at least a 40 percent chance of a warmer season, NOAA's Climate Prediction Center said in a news release.
