Saudi prosecutors say the killing of journalist Jamal Khashoggi was planned, state-run media reported Thursday, reflecting yet another change in the shifting Saudi Arabian account of what happened to the writer who was killed by Saudi officials in their Istanbul consulate. The spy chief was due to brief President Donald Trump about Khashoggi on Thursday.

President Trump has been briefed by CIA Director Gina Haspel on the latest in the US investigation into how Washington Post columnist Jamal Khashoggi was killed in the Saudi consulate in Istanbul, Turkey.

While the Saudi prosecutor's office did not say specifically that its investigators reached the same conclusion, the statement seemed created to acknowledge the legitimacy of evidence and allegations from Turkey that Khashoggi's killing was planned.

Khashoggi's death was described as "murder" for the first time by Saudi Foreign Minister Adel al-Jubeir on Sunday.

Turkey and Western allies of Riyadh have voiced deep scepticism about Saudi explanations of the killing.

An official in Washington said US Secretary of State Mike Pompeo had "raised the safety and security of the Khashoggi family members with the Saudi leadership", but declined to discuss the specifics of Salah´s travel.

Turkish authorities claim to have an audio recording that confirms the father-of-four was tortured, killed and had his fingers cut off.

It was the first indication Ankara has shared its key investigative evidence.

German Chancellor Angela Merkel condemned the killing in the strongest terms possible during a phone call with King Salman, and vowed to take appropriate measures in response, the chancellery said.

As the investigation into Khashoggi's alleged murder has developed, the US government has taken some action.

Turkish police were investigating water samples from a well at the consulate on Thursday after initially being denied access, broadcaster CNN Turk said. Neither King Salman nor his son Crown Prince Mohammed bin Salman knew about it beforehand, the Saudis say.

Russian President Vladimir Putin and Saudi King Salman bin Abdulaziz held a phone talk on Thursday evening, a statement by the Kremlin said.

Before leaving Riyadh , Pompeo told reporters that the Saudi leaders " made no exceptions on who they would hold accountable ". Khashoggi had left the country previous year amid the rise of Prince Mohammed, whom he wrote critically about in the Post .

A photograph of the meeting showed Salah staring coldly at the prince as the pair shook hands. He had been planning to settle in Istanbul and marry his Turkish fiancee when he was detained and killed in the Saudi Consulate. Several carried cardboard images of his face and signs reading "Khashoggi's friends". But Sabah, another pro-government newspaper that has published leaks about the case from Turkish officials, said Saudi Arabia has yet to give Turkish authorities permission for a search.
