The company is facing the worst privacy crisis in its 14-year history after whistleblowers revealed that the personal information of tens of millions users, mainly in the United States, was obtained by political consultancy firm Cambridge Analytica.

"We're in the process of investigating every app that had access to a large amount of information before we locked down our platform in 2014", he said, referring to the company's decision then to restrict app developer access to only the individual user's data, rather than that of all their contacts, as well.

Facebook will provide links to users so they can find out what they need to do if their information has been taken by Cambridge Analytica.

His conciliatory tone precedes two days of congressional hearings where Zuckerberg is set to answer questions about Facebook user data being improperly appropriated by a political consultancy and the role the network played in the USA 2016 election. His appearance on Capitol Hill comes ahead of two days of congressional testimony into revelations that as many as 87 million Facebook users - more than 600,000 of them in Canada - had their personal information improperly shared with Cambridge Analytica, a Britain-based political consultancy hired by U.S. President Donald Trump's 2016 election campaign.

He is set to appear before a joint hearing of the Senate Judiciary and Commerce committees on Tuesday afternoon followed by a House Energy and Commerce Committee hearing on Wednesday morning.

Zuckerberg faced growing calls to appear before the USA government in the wake of the Cambridge Analytica data misuse scandal, in which the personal information of an estimated 87 million users was allegedly exploited for targeted political profiling by a UK-based company claiming to have the power to influence elections.

"It's clear now that we didn't do enough to prevent these tools from being used for harm as well".

"Facebook and our funding partners recognise the threat presented by the recent misuse of Facebook data, including by an academic associated with Cambridge Analytica", the blog post noted. "The customers are not the people using Facebook. And really, you know, what you're seeing is Facebook sending out the message incrementally that, hey, we know that our borders were porous, but we're building a wall".

Facebook later limited the data apps can access, but it was too late in this case. Facebook also announced that it has banned another data analytics firm called CubeYou for improper handling of users' data that they received from personality quizzes.

Beginning at noon Eastern time on Monday, users should start seeing one of two messages at the top of their Facebook feed with the header "Protecting Your Information".

Some Republican lawmakers are pressing Facebook to support the Honest Ads Act, a bi-partisan bill to bring greater transparency to online political ads, along with more sweeping regulations. Facebook shares closed up 0.5 percent on Monday.

Technology industry officials said they also expected Zuckerberg's testimony to be long on political point scoring and short on legislative ideas.
