The top White House doctor has withdrawn as President Trump's nominee to lead the Department of Veterans Affairs, amid allegations that he had mishandled opioid painkillers and once wrecked a government vehicle while intoxicated at a Secret Service party.

In an interview with Fox & Friends Thursday after Jackson's withdrawal, President Trump said Jackson "would have done a great job", and "had a ideal record", calling the allegations against him false.

Speaking on "Fox and Friends" on Thursday morning, Trump said Jackson's withdrawal was not unexpected.

When asked if Jackson would stay on as White House doctor, Press Secretary Sarah Huckabee Sanders said, "Admiral Jackson is a doctor in the United States Navy assigned to the White House and is here at work today".

Despite an unblemished record serving three presidents, Jackson has been dogged by accusations of being drunk on the job and over-prescribing medications. But Jackson later met with Trump and told him he was not ending his bid to head the department that oversees health care for 13 million US veterans and has 377,000 employees. Aside from freely dispensing Ambien on Air Force One (which may not be seen as a big deal in D.C.), they said he wrote prescriptions for himself, had staff write prescriptions for each other to cover for giving drugs to unauthorized patients, and in one instance sent the White House Medical Unit into a panic over missing Percocet.

The allegations were contained in a two-page document described by the Democratic staff of the Senate Veterans' Affairs Committee as a summary of interviews with 23 of Jackson's current and former colleagues.

Jackson has declined to publicly comment on the accusations, but has rejected some of the claims to senior aides and says he is being unfairly attacked. Daniels, who said she had an affair with Trump in 2006, was paid $130,000 by Cohen right before the 2016 presidential election, and is suing to get out of a non-disclosure agreement she signed with him.

His prior nominees for labour secretary, army secretary and navy secretary all withdrew past year after questions arose during their vetting process.

Gidley said the FBI background investigation into Jackson "was clean and there are no issues in the background check whatsoever".

There were also questions about Jackson's position on privatizing the VA - something many of Trump's most conservative backers have pushed for.

The letter requested information about rumored Pentagon inspector general reports said to detail allegations into Jackson's conduct.

At a White House event honouring wounded soldiers later on Thursday however, he singled out the acting veterans affairs secretary Robert Wilkie, whose name was added at the last minute to the guest list. Jackson's nomination has inadvertently exposed the widespread use of sleep and alertness drugs among government officials from the White House and State Department to the Pentagon and Congress itself.
