United Nations accuses North Korea of violating sanctions”

North Korea violated United Nations sanctions to earn almost US$200 million (S$261 million) in 2017 from banned commodity exports, according to a confidential report by independent UN monitors, which also accused Pyongyang of supplying weapons to Syria and Myanmar.

China, Russia, Malaysia and other nations are failing to curb sanctioned financial dealings and trade conducted by North Korea in their countries, according to a U.N. report. Multiple sanctions dating back to 2006 have tried to choke off funding for the nuclear and missile programs.

Myanmar's UN Ambassador Hau Do Suan said the Myanmar government "has no ongoing arms relationship, whatsoever, with North Korea" and is abiding by the UN Security Council resolutions.

The report has been submitted to the UNSC sanctions committee.

Monitors also suggested that Pyongyang supplied weapons to Syria and Myanmar.

Additionally, the document alleges that Pyongyang has provided weapons to Syria and Myanmar - which is "further evidence of arms embargo and other violations, including through the transfer of items with utility in ballistic missile and chemical weapons programs", the document read.

"Technicians continue to operate at chemical weapons and missile facilities at Barzei, Adra and Hama", a member-state, which was not named, told the panel.

In the 213-page report, the United Nations monitors wrote, "The DPRK (North Korea) is already flouting the most recent resolutions by exploiting global oil supply chains, complicit foreign nationals, offshore company registries and the worldwide banking system". Its content is created separately from USA TODAY.

China and Russian Federation have consistently denied flouting sanctions. US Secretary of State Rex Tillerson said that more was needed to be done on the issue of maritime interdiction operations when it comes to stopping sanctions violations.

The report also revealed that several unnamed multinational oil companies were being investigated for their alleged role in supplying petroleum products to North Korea.

Meanwhile, the report said the North Korea was providing Myanmar with "ballistic missile systems ... in addition to a range of conventional weapons, including rocket launches and surface-to-air missiles". It banned all exports of coal by North Korea on Aug 5, 2017.

"We must put an end to illicit ship-to-ship transfers that undermine United Nations sanctions", he said.

North Korea has for years used deceptive shipping practices to bring in money and goods for the regime.

Between 2012 and 2016, there were more than 40 previously unreported shipments from North Korea to front companies for Syria's Scientific Studies Research Council (CERS) - which is a key institute for the country's chemical programme.
