"2017 results once again prove that perception regarding corruption is directly related to rule of law, press freedom, civil society strength, freedom of association and speech", Transparency International's Turkey branch said in a statement.

New Zealand secured the first position on the global ranking for 2017 with its score of 89, followed by Denmark with a score of 88, and Finland with a score of 85. The Western European region performed the best, with an average score of 66, while Sub-Saharan Africa (average score: 32) as well as Eastern Europe and Central Asia (average score: 34) fared the worst.

Congressional districts, candidates in flux
The court redrew Pennsylvania's district map to make it a more even playing field for the two major political parties. That election isn't affected by the new boundaries, which go into effect in the May primaries.

Nine key assessment sources are used to compile the index, including the International Country Risk Guide, Economist Intelligence Unit, and the World Economic Forum's Executive Opinion Survey. In the last six years, only a few countries experienced small, incremental changes indicating signs of improvement. This year, the index found that more than two-thirds of countries score below 50, with an average score of 43. The most corrupt country in the world is Somalia, with 9 points, ahead of Syria (14 points) and South Sudan (12).

Previously, the country ranked 101st out of 176 nations in 2016, and 95th of 168 countries in 2015.

Oya Özarslan, the head of Transparency International's Turkey branch, said the country losing 10 points in the last five years also damaged its competitiveness in the global arena.

Jamaica's Caricom neighbour Barbados, has been ranked the least corrupt country in the English-speaking Caribbean with a ranking of 25.

Therefore, TI is calling on all governments that "hide behind restrictive laws" to roll them back immediately and allow for greater civic participation. Reducing corruption in these contexts is particularly challenging.
