A one-page memo sent to congressional Republicans Thursday afternoon backs a 10- to 12-year path to citizenship for not just the roughly 700,000 enrolled in the expiring DACA program but for other "DACA-eligible illegal immigrants" who are in the USA illegally and were brought to the country as children.

In what the White House framed as a "dramatic concession" and "compromise", Trump would accept a path to citizenship not just for the roughly 700,000 undocumented immigrants were covered by the Deferred Action for Childhood Arrivals program when it was ended.

Another official also said that despite suggestions from Senate Democrats, the White House's framework is "galaxies apart" from what Senate Minority Leader Chuck Schumer proposed to the President over the weekend.

"We are going to morph into it", Trump told reporters about the citizenship provision.

"Over a period of 10 to 12 years", Mr Trump said, "somebody does a great job, they work hard - that gives incentive to do a great job. Whatever they're doing, if they do a great job, I think it's a nice thing to have the incentive of, after a period of years, being able to become a citizen".

Trump also once again equivocated on whether he might extend the deadline for DACA permits to begin expiring if Congress can't get ready in time - a possibility that if left open could complicate the sense of urgency in Congress to reach a deal.

Sen. Chris Coons, D-Del., said he was encouraged by Trump's embrace of eventual citizenship for the young immigrants. "The significance of (McConnell's) commitment is we aren't waiting for the White House anymore".
