South Korea seizes second ship transferring oil to North”

The South Korean presidential office has welcomed the North's leader Kim Jong Un's offer to hold talks on sending a delegation to the Winter Games in Pyeongchang. The North sees the regular war drills between the South and the United States as preparations for war.

Should the talks be held on January 9, it would be the first such dialogue since a vice-ministerial meeting in December 2015.

Pyongyang and Seoul should improve their relations and the path to dialogue is open, Mr Kim was reported as saying. "They should accurately be aware that this is not a threat but a reality", he said in his New Year's address to his country Monday, according to a CNN translation of his speech.
