Facebook Messenger is down: Here's how 'Facebook refugees' reacted on Twitter”

Facebook has rolled out a new app called "Messenger Kids", that will let kids under the age of 13 text and video chat with their friends and family without those pesky ads or in app purchases. "Parents control kids accounts and contacts through the Messenger Kids Controls panel in their main Facebook app", Facebook said in a post.

Kids will not show up in Facebook search results, so if a kid wants to chat with a friend, the parent will have to work with the friend's parent to get them both approved.

Facebook requires users to be 13 or older to have a profile on its social network and the app is the first targeted at children under that age. Kids can block and unblock their parent-approved contacts.

But kids, as kids, are learning at the fastest rates they ever will.

Kids under 13 can't be on Facebook or Messenger under the company's rules- but many already are.

Facebook has kept the app free from advertisements and in accordance with the Children's Online Privacy and Protection Act (COPPA). First, download the Messenger Kids app on your child's iPad, iPod touch or iPhone from the App Store. On Snapchat, where ephemerality can cover evidence of inappropriate contact, or Musical.ly, where kids dance provocatively in front of huge audiences, dangers mount and parents are often clueless. This will not create a Facebook account for your child or give them access to your Facebook account.

"Facebook has had an under 13 problem for many, many years", said Stephen Balkam, founder of the Family Online Safety Institute. Though, there are a few issues with this initial release, Facebook is taking steps in the right direction with Messenger Kids in that it keeps strangers out. The team "will have a fast turnaround time to make sure all reports are handled quickly", said the spokesperson, but Facebook did not respond when asked how fast that turnaround time will be.
