US House Budget Still Operating Under 'Fanciful Assumption' Of ACA Repeal”

The House is expected to consider a huge spending bill next week mostly for agencies protecting national security before it leaves for its month-long August recess. That's the powerful tool that allows lawmakers to advance tax and spending legislation with only 51 votes in the Senate, rather than 60 - and the GOP now has 52 senators.

"And by the way, it doesn't preclude Democratic engagement and support to get there", the Texas Republican said. Senate Republicans have since balked at that course, saying all transportation revenue options that have been proposed either wouldn't be signed by Walker or can't get support from enough lawmakers.

Despite the problems their Senate colleagues have faced making the math work on health care, House Republicans at least appear ready to take the same approach to overhauling the tax code.

"I'm kind of shocked because they bent over backwards to do a lot of compromising to get the moderate votes and even with all of that, a bunch of moderates couldn't get there", Rep. Dave Brat, R-Va., told the Examiner.

It would ramp up military spending while slashing other discretionary spending.

The proposal would raise defense spending from $583 billion to $621.5 billion - $18 billion more than Trump had asked for - which includes funding for a border wall.

The budget proposes a minimum of $32 billion in pay and retirement cuts to current, future, and retired federal workers - a down payment on President Trump's proposal to cut $149 billion from employees' pay and benefits over the next 10 years.

The House Republican fiscal 2018 budget resolution unveiled Tuesday was the first step in the tax reform process.

The Ways and Means Committee, which is drafting the tax bill, would be instructed to find $52 billion in deficit savings over the coming decade. It would do so by slashing $5.4 trillion over the coming decade, including nearly $500 billion from Medicare, $1.5 trillion from Medicaid and the Obama health law, along with sweeping cuts to benefits such as federal employee pensions, food stamps, and tax credits for the working poor. Predictably, they assailed the House Republican budget. GOP leaders and the White House plan to use that measure to rewrite the tax code. And it relies on yearly 2.6 percent economic growth.

Wisconsin Assembly Speaker Robin Vos says budget negotiations among Republicans who control the Legislature and Gov. Scott Walker are ongoing, but no deal has been reached. That's still a lofty goal. "A mounting national debt and lackluster economic growth will limit opportunity for people all across the country", Black said. "That's the only reason you do a budget".

For their part, House Republicans presented a five-page paper from conservative economists arguing that 3 percent growth is possible. Like the Trump budget, the House budget would slash Medicaid - it says that via Medicaid cuts plus changes to Obamacare, it would save $1.5 trillion. Conservatives want a larger package of spending cuts to accompany this fall's tax overhaul bill, while moderates are concerned cuts to programs such as food stamps could go too far.

It also cuts Medicare.

While Senate Republicans torpedo the GOP's latest attempt at unraveling President Obama's signature health care law, House Republican budget writers are trying to keep the party on track to deliver its other top agenda item: Tax reform. This is one significant way that the House plan would break from what the president wants, said one expert. He said that matters because it contrasts with Trump's plans to "just cut taxes a whole bunch and we don't care about the deficit", as Friedman put it.
