South Korea offers olive branch to North with proposal for border talks

"In order to suspend hostile activities at the military demarcation line, we propose holding an inter-Korean military talk at Tongilgak", the North Korean building inside the truce village of Panmunjeom, the ministry said in a statement.

Moon's government proposed two sets of talks to discuss how to dial down tensions and resume reunions of aging Koreans separated by the 1950-53 Korean War.

The last time North Korean and South Korean military officials met was in December 2015.

"Today's proposal was a step to ease tension and establish peace in the initial phase (of the new administration) while resolving the pressing matters like the separated families", Unification Minister Cho Myoung-gyon said at a separate news conference.

The Koreas last convened for military talks in late 2014. Several meetings have been cancelled by North Korea at the last minute. Ever since, cross-border tensions have been rising following Pyongyang's relentless missile and nuclear activities.

Moon's point man on the North sought to assure the communist state of the South's sincerity and seriousness behind Monday's proposal.

Pyongyang, however, has demanded Seoul turn over 12 waitresses who defected to the South a year ago before it will agree to holding family reunions.

"I ask the North to answer to our proposal by restoring the now disconnected military hotline near the West Sea", he said at a news conference. "The last such reunions were almost two years ago".

A peace treaty, which would allow the North Korean regime to ease its militaristic outlook, would be crucial to persuading Pyongyang to give up its nuclear ambitions.
