US Lumber Industry Applauds Commerce Department Finding of Canadian Dumping”

Canada has denied the U.S.'s allegations, and Prime Minister Justin Trudeau at one point said he would carefully consider retaliatory measures against the U.S. The U.S. past year imported more than $5 billion worth of softwood lumber from Canada.

This is the second round of tariffs, with about 20 percent announced by the U.S.in April. That is because most of the trees in Canada are on publicly owned land, in contrast to the United States, where most timber is on private property and companies pay market rates to harvest it, USA producers say.

Canada has not pushed strongly enough for a deal and Trudeau needs to get one before Nafta discussions start, said Randy Hoback, Conservative lawmaker and opposition critic for Canada-U.S. relations.

This time, the U.S.is expected to announce preliminary anti-dumping duties with an average rate of around 10 per cent, which would be added on to the previous levy. "We encourage the Department to continue strongly enforcing USA trade laws to respond to these unfair practices that have harmed USA companies and their workers", coalition spokesman Zoltan van Heyningen said in a statement.

Its preliminary duties were 7.72 percent for Canfor Corp and related firms, 4.59 percent for Resolute FP Canada, 7.53 percent for Tolko Industries, 6.76 percent for West Fraser Mills and 6.87 percent for all others.

Canada's Natural Resources Minister Jim Carr recently announced a support package for forest companies facing the fifth round of USA duties, including loans and loan guarantees to help companies keep running.

Three Canadian provinces - Newfoundland and Labrador, Nova Scotia and Prince Edward Island - are excluded from the antidumping and countervailing investigations, according to Reuters, though not until the decision is confirmed. "This isn't good", BC Lumber Trade Council president Susan Yurkovich said in an interview on Monday.

"We will vigorously defend Canada's softwood lumber industry, including through litigation, and we expect to prevail as we have in the past", the ministers said. Since then, trade between the two countries has become an increasingly fraught issue, with President Donald Trump seeking to renegotiate the North American Free Trade Agreement.

A negotiated settlement on softwood with the US expired in 2015, triggering the latest round of tariffs. U.S. Customs and Border Protection will continue to collect duties on products from the aforementioned provinces until a final determination on both duties is made in September.

New Brunswick's trade minister says Maine's governor is expected to support New Brunswick's bid to be exempt from softwood lumber tariffs at a White House meeting Wednesday.
